Pakistan’s journey towards a structured citizens’ identity management at the Federal level began in 1973 with the establishment of the Directorate General of Registration (DGR). For many years, manual registration and paper-based identity cards served as the foundation of national identification. While effective for its time, rapid population growth and evolving governance requirements made it evident that Pakistan required a technology-driven registration system. Experience gained during the conduct of the National Census in 1998 led to the establishment of the National Database Organisation (NDO) under the Ministry of Interior. Its purpose was to digitise census data and develop a national citizen database. Recognising the need to consolidate registration and database management, DGR and NDO were merged on 10th March 2000, leading to the creation of NADRA. The early years of NADRA were defined by rapid technical development and capacity building. The launch of Computerised National Identity Card (CNIC) in 2001 became a landmark achievement. Pakistan embarked on one of the world’s largest transitions from manual registration to a digital system by establishing a computerised citizen registry of over 76 million citizens. In the next two decades, NADRA strengthened its institutional capability and expanded Digital Public Infrastructure nationwide. It introduced biometric-based smart cards and bio-veris implementation, gradually shaping Pakistan’s digital identity ecosystem. Registration networks spread across the country, enhancing accessibility through tehsil-level registration centres, mobile registration vans, bikers and Manpack services. Internationally, NADRA emerged as a key solution provider for citizens’ identity and registration solutions. NADRA currently supports one of the world’s largest demographic segments by providing solutions to multiple countries. NADRA has also deployed Readmission and Case Management Systems across several regions, further extending its operational and technical footprint. Completing 25 years of service, NADRA today stands as the custodian of a dynamic and structured national citizens’ database. It enables secure and efficient identity services through digital infrastructure supporting key sectors like banking, telecom, social protection and e‑governance. NADRA remains committed to enhancing citizens’ registration and supporting Pakistan’s digital transformation through secure, scalable and future‑ready registration infrastructure.
